19 EU Member States are building the first AI-focused IPCEI across the AI stack.
The initiative targets decentralised and commonly accessible AI services, advanced AI and compute-management technologies, applications, industrial products and services.

What happened
This is an industrial and State-aid initiative — not a new AI Act obligation.
Austria, Belgium, Croatia, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Latvia, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Slovenia, Spain and Sweden jointly designed the first Important Project of Common European Interest dedicated to AI. Germany coordinates the initiative.
Entire AI stack
The Commission says the project covers advanced AI and compute-management technologies, applications, industrial products and services.
European infrastructure
The initiative forms part of a wider direction that includes the AI Continent Action Plan, Apply AI Strategy and proposed Cloud and AI Development Act.
State-aid process
Eleven participating Member States intending to grant State aid announced project pre-notification beginning in September 2026; the Commission will assess compatibility.
